According to Cain?s Web site, the plan ?features a platform to launch properly structured Empowerment Zones to renew our inner cities.? These zones ?will offer deductions? from the plan?s ?9% Business Flat Tax? and its ?9% Individual Flat Tax.? So the taxes aren?t really flat. If you live or work in a struggling inner-city neighborhood?i.e., if you?re lower-class or underclass?you get a better rate.
