Govt, states challenge proposed airline merger | Crecer Finance

WASHINGTON (AP) ? The Justice Department and a number of state attorneys general on Tuesday challenged a proposed $11 billion merger between US Airways Group Inc. and American Airlines? parent company, AMR Corp.

The Justice Department says the deal would result in the creation of the world?s largest airline and that a combination of the two companies would reduce competition for commercial air travel in local markets and would result in passengers paying higher airfares and receive less service.

The federal government and the state attorneys general filed a lawsuit filed in federal court in Washington, D.C., seeking to prevent the companies from making the deal.

A spokesman for US Airways had no immediate comment. American Airlines did not immediately return a call seeking comment.

In February, the companies disclosed their plans to create a company with 6,700 daily flights and annual revenue of roughly $40 billion.

Were the deal to be approved, the four biggest U.S. airlines ? American, United, Delta and Southwest ? would all be the products of mergers that began in 2008. Those deals have helped the industry control seats, push fares higher and return to profitability.

On Tuesday, Attorney General Eric Holder said the transaction between US Airways and American would result in ?higher airfares, higher fees and fewer choices.?

Last year, business and leisure airline travelers spent more than $70 billion on airfare for travel throughout the United States.

American parent AMR Corp. has cut costs and debt since it filed for bankruptcy protection in late 2011. Pilots from both airlines have agreed on steps that should make it easier to combine their groups under a single labor contract, a big hurdle in many airline mergers.

The attorneys general were from Arizona, Florida, the District of Columbia, Pennsylvania, Tennessee, Texas and Virginia.

The NFL has seen some big changes on last year's top teams. Who will be most affected? And what does the preseason mean, really?

We also take a hard look at the Seattle Seahawks, who are the darlings of many prognosticators to head to the Super Bowl. Jim thinks they have a great shot, but Cyd has doubts that start with their road schedule and their head coach.

And while we're both excited to see what our favorite teams -- the Denver Broncos and New England Patriots -- do this season, we know they've each had some changes that leave their future up in the air.

Windows 8.1 build 9471 x64 has leaked

Windows 8.1 build 9471 has leaked which is the first leak in several months for the Windows 8.1 platform. This build, unlike some of the previous builds, is for the x64 architecture.?

This is the first leak in what has been several dry months for Windows beta enthusiasts but if you are not wanting to risk it by downloading a leaked copy, Windows 8.1 should hit RTM in the next few weeks.?Neowin has confirmed with an individual who has installed the build, that it is legitimate.?

FRISCO, Texas?? Landon Donovan scored three goals for his fourth MLS hat trick, but Blas Perez scored his second goal in the 86th minute to lift FC Dallas into a 3-3 tie with the Galaxy on Sunday night.

Donovan scored twice within nine minutes to give the Galaxy a 3-2 lead in the 82nd minute, but Perez notched his team-leading eighth goal four minutes later.

The Galaxy (10-9-4) moved into a fifth-place tie with Seattle and Dallas (8-6-9) remained one point behind.

With Dallas ahead, 2-1, Donovan received a short pass from Marcelo Sarvas and stepped into a right-footed blast from 18 yards that beat diving goalkeeper Chris Seitz just inside the right goal post in the 73rd minute.

Nine minutes later, a throw-in by Robbie Keane bounced to Donovan about eight yards from the goal and the U.S. national team star spun and drilled a right-footed shot past defender George John. The ball initially appeared to be going wide, but it curled just inside the far post.

Perez tied the score off a free kick by Michel from 25 yards. The ball sailed into the middle of the penalty area, where defender Omar Gonzalez headed it out, but it went right to Perez, who fired a 15-yard blast that beat goalkeeper Carlo Cudicini just inside the left post.

Matt Hedges scored for Dallas, in the 15th minute, to end at 464 minutes a club-record goalless streak, the seventh-longest in MLS history.

Chris Seitz made five saves for Dallas in only his third appearance this season. He filled in for starter Raul Fernandez, who is with the Peruvian national team.

Dufner beats Furyk at PGA for 1st major title

PITTSFORD, N.Y. (AP) ? Equipped with a two-shot lead at the turn, still carrying a few scars from his PGA Championship collapse two years ago, Jason Dufner never showed signs of cracking.

No one expected anything else from a player whose popularity comes from his flat-line personality.

He merely waved to the gallery when he shot 63 in the second round to tie a major championship record. He didn't show much of a pulse Sunday as he matched scores with Jim Furyk at every hole on the back nine of Oak Hill. Only after Dufner tapped in for a bogey on the 18th hole to win the PGA Championship did he crack a smile, raise both arms and give a slight pump of the fist, saving all that emotion for a grand occasion.

Major champion.

Dufner can't think of any other athlete who plays with so little emotion.

"But those sports are a little more exciting ? big plays in basketball, home runs in baseball, big plays in football. That will get you pumped up," he said. "For me, golf is a little bit more boring. I hit it in the fairway or I didn't. Usually I'm struggling with the putter, so there's not too much to get excited about with that."

His name on the Wanamaker Trophy?

That was worth a smile.

"Nobody can take that away from me," Dufner said after he closed with a 2-under 68 for a two-shot win over Furyk. "It's a great accomplishment for me, and I'm really excited about it."

Dufner wasn't sure he would get another chance after the PGA Championship two years ago in Atlanta, where he blew a four-shot lead with four holes to play and lost in a playoff to Keegan Bradley. But he wasn't about to let this one get away. Dufner won by playing a brand of golf that matches the bland expression on his face.

It wasn't exciting. It didn't need to be.

Dufner finished the front nine with six straight one-putt greens, and then delivered a steady diet of fairways and greens. He putted for birdie on every hole on the back nine until the last hole. He calmly rolled a 10-foot par putt toward the cup and tapped it in.

"There's not much to celebrate from 6 inches or less, but it was nice to have that short of a putt," he said. "It was a perfect ending for me."

The turning point at Oak Hill was the final two holes ? on the front nine.

Dufner made a short birdie on the eighth hole to take a one-shot lead, and Furyk made bogey on the ninth hole to fall two shots behind. Furyk, a 54-hole leader for the second time in as many years in a major, couldn't make up any ground with a procession of pars along the back nine. He finally made a 12-foot birdie putt on the 16th, but only after Dufner spun back a wedge to 18 inches for a sure birdie.

Furyk also made bogey on the last two holes, taking two chips to reach the 17th green and coming up short into mangled rough short of the 18th green, where all he could do was hack it onto the green. Furyk closed with a 71 to finish two shots behind.

"I have a lot of respect for him and the way he played today," Furyk said. "I don't know if it makes anything easy, or less easy. But I don't look at it as I lost the golf tournament. I look at it as I got beat by somebody that played better today."

Dufner finished at 10-under 270, four shots better than the lowest score in the five previous majors at Oak Hill. Jack Nicklaus won the 1980 PGA Championship at 274.

Henrik Stenson, trying to become the first Swede to win a men's major title, pulled within two shots on the 13th hole and was poised to make a run until his tee shot settled on a divot hole in the 14th fairway. He chunked that flip wedge into a bunker and made bogey and closed with a 70 to finish alone in third. In his last three tournaments ? two majors and a World Golf Championship ? Stenson has two runner-ups and a third.

Jonas Blixt, another Swede, also had a 70 and finished fourth. Masters champion Adam Scott never made a serious of move and shot 70 to tie for fifth. Defending champion Rory McIlroy made triple bogey on the fifth hole to lose hope, those he still closed with a 70 and tied for eighth, his first top 10 in a major this year.

Dufner two-putted for bogey on the 18th from about 10 feet and shook hands with Furyk as if he had just completed a business deal. He hugged his wife, Amanda, and gave her a love tap on the tush with the cameras rolling.

Asked if he had ever been nervous, she replied, "If he has been, he's never told me."

That's what gives Dufner is own personality on the PGA Tour. He didn't look any differently on the opening tee shot than when he stood on the 18th hole.

"I would say I was pretty flat-lined for most of the day," he said.

Among the first to greet Dufner was Bradley, who beat him in the PGA playoff at Atlanta and was behind the "Dufnering" craze from earlier this year.

Dufner went to an elementary school in Dallas as part of a charity day as defending champion in the Byron Nelson Classic. A photo showed him slumped against the wall in the classroom next to the children, his eyes glazed over, as the teacher taught them about relaxation and concentration techniques. The pose was mimicked all over the country, giving Dufner some celebrity for his zombie appearance.

Now he's known for something far more important.

Dufner became the sixth player to win a major with a round of 63, joining Tiger Woods, Greg Norman, Raymond Floyd, Nicklaus and Johnny Miller.

He is the third first-time major champion of the year, and the 15th champion in the last 19 majors who had never won the big one. Woods is responsible for the latest trend, mainly because he's not winning them at the rate he once was.

Woods extended his drought to 18 majors without winning, and this time he wasn't even in the hunt. For the second straight round, Woods finished before the leaders even teed off. He closed with a 70 to tie for 40th, 14 shots out of the lead.

"I didn't give myself many looks and certainly didn't hit the ball good enough to be in it," Woods said.

Furyk wasn't about to beat himself up for another major opportunity that got away. He had a share of the lead at the U.S. Open last year until taking bogey on the par-5 16th hole with a poor tee shot. His only regret was not making par on the last two holes ? the toughest on the back nine at Oak Hill ? to put pressure on Dufner.

Not that anyone would have noticed.

"It probably hasn't hit me yet. I can't believe this is happening to me," Dufner said. "To come back from a couple of years ago in this championship when I lost to Keegan in a playoff, to win feels really, really good."

Twitter IPO filing 'could show up anytime'

"It's typical for private companies with large numbers of employees and stockholders to have stock/equity teams, and we have had one for a couple years," Twitter spokesman Jim Prosser said of the recent hiring of its stock administration analyst.

Twitter CEO Dick Costolo has publicly denied the company is focusing on an IPO. Co-founder Jack Dorsey, who sits on the board and runs Square, has told Bloomberg News that Twitter is "not even thinking" of an IPO. Square has deferred IPO-related questions to Twitter.

Twitter has a valuation of about $10 billion, estimates Wedbush Securities analyst Michael Pachter, who says the company is expected to have about $300 million in revenue this year.

"They haven't filed, so nobody has seen financials," Pachter says. "When they file, we will have more info."

IPOs are on the rise. So far this year, 125 offerings have been priced, up 33% from last year, according to Renaissance Capital. Reasons for the increase: gains in the broader stock market and individual stocks reaching new highs.

Facebook's stock rebound helps. Its IPO flop in May 2012 put the brakes on enthusiasm for stock offerings of consumer Internet companies. At its first shareholder meeting earlier this year, individual investors lined up to complain about stock market losses from the IPO. At one point last year, the stock fell below $18 a share, less than half its $38 IPO price.

But with the stock passing its offering price this month, sentiment has begun to change on tech IPOs.

Ice ages: Why North America is key to their coming and going

Scientists have long tried to figure out what causes the ebb and flow of ice ages. New data suggests a novel explanation for why the mile-thick blankets of ice retreat so quickly: They become too heavy.

For the last 900,000 years, mile-thick ice sheets have waxed and waned in the Northern Hemisphere with remarkable regularity ? building over periods of about 100,000 years and retreating in the space of only a few thousand years, only to repeat the cycle.

Now, a team of scientists from Japan, the US, and Switzerland suggests that the North American continent is the breeding ground for these cycles. It's a region where climate and the ice's effect on the Earth's crust play off each other to draw out the length of a glacial cycle triggered by changes in solar radiation that come with changes in Earth's orbit.

This feedback between climate and ice becomes most dramatic at the end of the cycle, when an ice sheet that has bulldozed its way too far south and gotten too heavy for its own good meets up with a warming climate.

"When the ice sheets get to this huge state, they are very hard to keep that way," says Maureen Raymo, a paleoclimatologist at Columbia University's Lamont-Doherty Geophysical Observatory in Palisades, N.Y., and a member of the team conducting the study.

Once a change in Earth's orbital characteristics brings on the next warming event, "the whole system just goes into catastrophic collapse,? she explains. ?It melts back a little, seas start to flow into the depressed crust, this floats the ice and melts it from below.?

In a tiny fraction of the time it takes to build continental-scale ice sheets, the sheets retreat to high-latitude havens atop Greenland and the northern reaches of the Canadian archipelago.

The study, led by Ayako Abe-Ouchi, a climate scientist at the University of Tokyo and the National Institute of Polar Research, resulted from a unique approach to modeling ice ages.

The study provides "good insights that clearly advance our understanding" of ice ages, notes Penn State University glaciologist Richard Alley, who was not involved in the study, in an e-mail. It also confirms aspects of ice ages that researchers have well in hand, he says.

The approach linked individual atmosphere, crust, and ice models in a way that needed only information on the amount of sunlight reaching Earth to generate ice-sheet behavior over the past 400,000 years that geologists have gleaned from more than a century of field studies.

Changes in the amount of solar radiation striking Earth come with changes in Earth's orbit occurring at intervals of 41,000, 23,000, and 19,000 years.

The study reaffirms that changes in the amount of summer sunlight striking northern high latitudes sets the process in motion. Indeed, changes to the shape of Earth's orbit over time, as well as long-term changes in the orientation of its axis, and their impact on solar radiation at high northern latitudes were the most significant astronomical influences in the team's simulations.

Some birth defects lead to childhood cancer

Children born with genetic birth defects like Down's syndrome are at an increased risk of developing childhood cancer, says a study.

Scientists have said that children born with non-chromosomal birth defects have a two-fold higher risk of cancer before age 15, compared to children born without birth defects.

However, cancer risk varies by the specific type of birth defect, and is not significantly increased in many of the more common birth defects, Science Daily reported citing the study published in July in PLOS ONE.

Birth defects are an increasing health concern worldwide, and in 2010 the World Health Organisation identified birth defect prevention and care as a global priority.

"There is a large body of evidence for increased cancer risk in children with Down's syndrome, a genetic birth defect caused by the presence of an extra copy of chromosome 21," says Lorenzo Botto, professor of paediatrics at the University of Utah School of Medicine and an author of the study.

"However, studies to date have provided inconsistent findings on cancer risk in children with structural birth defects that are not caused by chromosome abnormalities."

Badgers football: Competition at right guard brings out best in Zac Matthias, Kyle Costigan

It?s the University of Wisconsin football team?s Right Guard Battle, The Sequel.

Senior Zac Matthias got considerable work with the No. 1 offense during the morning practice on Saturday, although junior Kyle Costigan got snaps there, too, in the portion of practice open to the media.

?I?m very, very pleased with the right guard competition right now,? offensive line coach T.J. Woods said earlier in the week. ?Both of those guys are doing a pretty decent job right now.

?They?re making it hard on me, which is what they should do. I think the competition makes everybody better.?

That?s nothing new for Matthias and Costigan, who battled throughout camp last year, and then into the season, before Costigan finally grabbed hold of the starting job in the fourth week ? other than two games he missed with injuries.

Although Costigan has gotten the most work with the starters in the first week of camp, he is making up ground after missing the spring, following knee surgery.

?I have no ill feelings toward (Matthias),? Costigan said after practice on Saturday. ?There?s obviously reasons behind it. I didn?t do spring ball and he got to do that.

?He has obviously improved, he?s a lot better than he was last year. I think everyone in the offensive line is really improving.?

While junior Dallas Lewallen has worked as the No. 1 left guard, the battle on the right side could eventually spill over to the other side. Woods said he will likely give Matthias some work at left guard, too, in the coming practices.

Woods prefers not to have to move Costigan, since he is still getting comfortable in the new offense.

?The best two interior guys are going to play,? Wood said. ?? I think it will all clarify itself as we start scrimmaging. The other thing, too, all of those guys are going to play on Saturdays.

?This is the Big Ten, now. You don?t end with the same five you start with, it doesn?t happen. With the style of football we play, the physical nature that we bring in our offense and at this university, it?s been that way ever since I?ve been paying attention. You?re going to need all of those guys.?

Line in line of fire

Perhaps no position on the team was challenged in the first week of camp quite as much as the offensive line, which has seen a steady barrage of different looks and blitzes by the defense.

?Overall, it?s going to be good for us,? junior right tackle Rob Havenstein said. ?We?ve seen some three down (linemen), four down, we?ve seen 4-2, 4-3, we?ll see it all, three down with two wide ?9s? (speed rushing ends) and safeties running all around.

?If you watch it on film, it just looks like they?re running in circles. It?s a lot of organized chaos on D.?

On Saturday, the line did an excellent job during a pressure segment with sophomore Joel Stave at quarterback. In seven plays, which included three runs, there were no sacks, or pressures, and Stave completed his first three passes. He was close to going 4-for-4 but Alex Erickson couldn?t quite come up with a pass over the middle.

But the problem with the line on this day was ball security. Senior backup center Chris Gill, a transfer from Mississippi, and quarterback Tanner McEvoy had two botched shotgun snaps in a row, causing the coaches to replace both players.

A short time later, there was a fumbled snap between Stave and starting center Dan Voltz.

After the practice, the line got together in a corner of the field to talk about the issues.

?We just had too many critical MAs (missed assignments), dropped snaps and false starts today, kind of the unforced errors,? Havenstein said. ?We don?t want to do that.?

Added Costigan: ?Just trying not to make the same mistake twice. That?s a huge thing with offensive linemen, you do something bad once, you never want to have it happen to you again.?

Reynard stays at CB

So far, junior college transfer T.J. Reynard remains a cornerback, the position he was recruited to play. Reynard played safety last season at Independence (Kan.) Community College just for the chance to get on the field.

Given UW?s need at safety, it was thought Reynard could move, if needed. But there is a strong need to develop depth at cornerback, too. Reynard has mostly been working with the No. 2 defense, paired with freshman Sojourn Shelton.

?(Reynard) has safety ability,? safeties coach Bill Busch said. ?He?s really done a nice job in camp at corner.

?To be honest with you, the Big Ten has changed a little bit. It?s really not so much a neck-roll conference anymore, (with) I-backs, there are a lot of teams spread all over the place.?

Given the Badgers? schedule, they will see plenty of spread teams. So, it?s important to develop at least four corners who are ready to play. Junior Peniel Jean and sophomore Darius Hillary are the starters.

?You look at the teams we have to play, a lot of times we have to match up on three, four wide receivers,? Busch said. ?So, we need that coverage ability.

?(Reynard) has had a really good camp so far. Right now, there wouldn?t be a move, but we never rule anything out.?

Losing your phone or having your phone stolen can be a pain and in many cases, costly. Google has released the Android Device Manager to help you remotely locate if stolen, clear your data, or remotely ring your phone for locating when you misplace it.

The feature works similarly to other locator services, like Lookout and Samsung's Find My Mobile, but now you get the feature natively on your Android device.

Schizophrenia, bipolar disorder share the most common genetic variation

The largest genome-wide study of its kind has determined how much five major mental illnesses are traceable to the same common inherited genetic variations. Researchers funded in part by the National Institutes of Health found that the overlap was highest between schizophrenia and bipolar disorder; moderate for bipolar disorder and depression and for ADHD and depression; and low between schizophrenia and autism. Overall, common genetic variation accounted for 17-28 percent of risk for the illnesses.

"Since our study only looked at common gene variants, the total genetic overlap between the disorders is likely higher," explained Naomi Wray, Ph.D., University of Queensland, Brisbane, Australia, who co-led the multi-site study by the Cross Disorders Group of the Psychiatric Genomics Consortium (PGC), which is supported by the NIH's National Institute of Mental Health (NIMH). "Shared variants with smaller effects, rare variants, mutations, duplications, deletions, and gene-environment interactions also contribute to these illnesses."

"Such evidence quantifying shared genetic risk factors among traditional psychiatric diagnoses will help us move toward classification that will be more faithful to nature," said Bruce Cuthbert, Ph.D., director of the NIMH Division of Adult Translational Research and Treatment Development and coordinator of the Institute's Research Domain Criteria (RDoC) project, which is developing a mental disorders classification system for research based more on underlying causes.

Earlier this year, PGC researchers more than 300 scientists at 80 research centers in 20 countries reported the first evidence of overlap between all five disorders. People with the disorders were more likely to have suspect variation at the same four chromosomal sites. But the extent of the overlap remained unclear. In the new study, they used the same genome-wide information and the largest data sets currently available to estimate the risk for the illnesses attributable to any of hundreds of thousands of sites of common variability in the genetic code across chromosomes. They looked for similarities in such genetic variation among several thousand people with each illness and compared them to controls calculating the extent to which pairs of disorders are linked to the same genetic variants.

The overlap in heritability attributable to common genetic variation was about 15 percent between schizophrenia and bipolar disorder, about 10 percent between bipolar disorder and depression, about 9 percent between schizophrenia and depression, and about 3 percent between schizophrenia and autism.

The newfound molecular genetic evidence linking schizophrenia and depression, if replicated, could have important implications for diagnostics and research, say the researchers. They expected to see more overlap between ADHD and autism, but the modest schizophrenia-autism connection is consistent with other emerging evidence.

The study results also attach numbers to molecular evidence documenting the importance of heritability traceable to common genetic variation in causing these five major mental illnesses. Yet this still leaves much of the likely inherited genetic contribution to the disorders unexplained not to mention non-inherited genetic factors. For example, common genetic variation accounted for 23 percent of schizophrenia, but evidence from twin and family studies estimate its total heritability at 81 percent. Similarly, the gaps are 25 percent vs. 75 percent for bipolar disorder, 28 percent vs. 75 percent for ADHD, 14 percent vs. 80 percent for autism, and 21 percent vs. 37 percent for depression.

Among other types of genetic inheritance known to affect risk and not detected in this study are contributions from rare variants not associated with common sites of genetic variation. However, the researchers say that their results show clearly that more illness-linked common variants with small effects will be discovered with the greater statistical power that comes with larger sample sizes.

"It is encouraging that the estimates of genetic contributions to mental disorders trace those from more traditional family and twin studies. The study points to a future of active gene discovery for mental disorders" said Thomas Lehner, Ph.D., chief of the NIMH Genomics Research Branch, which funds the project.

Schizophrenia, bipolar disorder share the most common genetic variation

The largest genome-wide study of its kind has determined how much five major mental illnesses are traceable to the same common inherited genetic variations. Researchers funded in part by the National Institutes of Health found that the overlap was highest between schizophrenia and bipolar disorder; moderate for bipolar disorder and depression and for ADHD and depression; and low between schizophrenia and autism. Overall, common genetic variation accounted for 17-28 percent of risk for the illnesses.

"Since our study only looked at common gene variants, the total genetic overlap between the disorders is likely higher," explained Naomi Wray, Ph.D., University of Queensland, Brisbane, Australia, who co-led the multi-site study by the Cross Disorders Group of the Psychiatric Genomics Consortium (PGC), which is supported by the NIH's National Institute of Mental Health (NIMH). "Shared variants with smaller effects, rare variants, mutations, duplications, deletions, and gene-environment interactions also contribute to these illnesses."

Reactor Powered Up On First 'Made in India' Nuclear Sub

India has activated the reactor aboard the INS Arihant, believed to be the first nuclear-powered ballistic missile submarine designed and built outside the Cold War "nuclear club."

Prime Minister Manmohan Singh called the event a "giant stride in ... our indigenous technological capabilities."

It's the first nuclear-powered submarine built in India and the first such vessel constructed by a country other than the United States, U.K., France, Russia or China.

Reports of the vessel suggest its design is based on Russia's Akula-class submarines, which came into operation toward the end of the Cold War. India has leased one from Moscow and plans to operate others. However, unlike the Akula, which is an attack submarine, Arihant is designed to be the first in a class of Indian boats that carry ballistic missiles.

The BBC says:

"Nuclear [ballistic missile] submarines will add a third dimension to India's defence capability, as it has previously only been able to launch ballistic missiles from the air and from land. ...

"The fact that this submarine, the nuclear reactor that powers it, and the ballistic missiles that it will fire are all manufactured locally in India ? though there may have been some assistance from Russia ? is a significant technological achievement."

Naval-technology.com adds:

"The Indian Navy has a fleet of 16 diesel-electric submarines leased from Russia and Germany. However, the disadvantage with diesel electric submarines is that they cannot stay under water for an extended period.

"Conventional diesel-electric submarines have to ascend to the surface each day to eject carbon dioxide produced by the generator. Nuclear-powered submarines, on the other hand, can stay under water for long durations without being detected."

The website says the cost of building the Arihant is estimated at $2.9 billion.

WVU taps Purdue's Martin as VP for University Relations

A proven leader in strategic and brand marketing at a major land-grant research university has been tapped to lead West Virginia University?s Division of University Relations. Sharon L. Martin, assistant vice president of marketing at Purdue University, will join the senior leadership team in early October, WVU President Jim Clements announced today (Aug. 8).

?Sharon comes to us from a very respected integrated marketing communication division at a major land-grant research university that is similar to WVU,? said President Clements. ?She has an impressive background in brand management, creative campaigns and market research that will support and enhance our strategic goals and our mission. She has a strong record of creating positive relationships while emphasizing integrity, quality and excellence. We?re anxious to welcome her and her family to Morgantown and our great state.?

?During my visit to West Virginia University, it was evident that this is an institution brimming with passion, ideas and a wonderful spirit,? Prior to her position as assistant vice president, Martin served as director of brand and advertising and as assistant director of segment marketing at Purdue. Her professional career also includes owning and operating a boutique marketing and communication agency, Full Moon Communications, and founding and co-owning a women?s magazine, Helen, that focused on relevant women?s issues and promoted community awareness. Early in her career, she served as director of communications and editor of the magazine at the Purdue Alumni Association.

A graduate of Central Michigan University, with a degree in journalism and a minor in advertising, Martin and her teams have earned a number of CASE and ADDY awards for integrated marketing and communication initiatives. She is a member of several community and professional associations, including National Mortar Board, Association of Women in Communications and the American Cancer Society.

Maryanne Reed, dean of the Perley Isaac Reed School of Journalism, chaired the search.

Mexico releases drug kingpin Rafael Caro Quintero

MEXICO CITY (AP) ? Infamous drug lord Rafael Caro Quintero has walked out of prison 12 years before his sentence was up for the 1985 killing of a U.S. Drug Enforcement Administration agent.

An official of the prosecutors' office in the western Jalisco state says Caro Quintero was released early Friday, before media were notified of the court order.

The official was not authorized to be quoted by name.

The murder of DEA agent Enrique Camarena damaged U.S.-Mexico relations, but the U.S. Embassy had no immediate comment on his release.

A Mexican court threw out Caro Quintero's 40-year sentence, ruling he was improperly tried in a federal court for a state offense.

It was unclear whether there was any request to extradite him to the United States, where he still faces active charges.

Stocks snapped a three-day losing streak Thursday, with the S&P 500 finishing just below the 1,700 mark, buoyed by stronger-than-expected Chinese trade data and following a favorable jobless claims report.

The?Dow Jones Industrial Average edged up 27.65 points to finish at 15,498.32, lifted by?Microsoft and?Caterpillar.

The?S&P 500 gained 6.57 points to end at 1,697.48. And the?Nasdaq rose 15.12 points to close at 3,669.12.

The?CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, finished below 13.

Most key S&P sectors ended higher, led by?materials and?consumer discretionary, while?telecoms finished in the red.

Major averages have been dented this week amid uncertainty about when the Fed may start winding down its stimulus program. The Dow and S&P 500 have declined more than 1 percent each for the week. The Dow is poised to log its first weekly drop in seven weeks.?

"For a significant move, we need to have some clarity on what the Fed is going to be doing?we need to get to the point where we know when the Fed will be tapering and see that things will be fine economically," said Paul Hogan, managing of the FAM Equity-Income Fund. "This becomes a little bit of a stock picker's market."?

Most recently, Dallas Fed President Richard Fisher told German business newspaper Handelsblatt that the central bank should begin to taper its bond purchases in September, unless the economy worsens significantly, reiterating his comments from earlier this week.?

Fisher's comments echo similar sentiments from other Fed officials. On Tuesday, Chicago Federal Reserve President Charles Evans and Atlanta Fed president Dennis Lockhart both said the initial taper in the central bank's asset purchase program could start as early as September.

"The drumbeat of Fed officials point to a possible tapering later this year and these comments likely had an impact on capping the market upside and leading to a bit of profit taking," said Michael Sheldon, chief market strategist at RDM Financial Group. "September and October have been more difficult months for the markets, so it would be reasonable for investors to be cautious ? monetary policy and the Fed will move to the front burner and will be the market mover in the next couple of weeks."

Still, Sheldon noted that market internals have been "extremely positive" over the last several months.

"So unless we see the transports, small caps, and leadership groups like the financials and consumer discretionary falter, the benefit of the doubt is still with the bulls at this point," he said.

Meanwhile, investors cheered as China posted?stronger-than-expected July trade figures, rebounding after a disappointing report in June, raising hopes that the world's second biggest economy may be stabilizing. Materials stocks including?Cliffs Natural Resources,?Newmont Mining and?US Steel rallied following the report.

"July seems to reflect a return to a 'normal', relatively uninspiring trend," analysts from Moody's said in a note. "In other words, while the worst seems to be over, the upturn will be relatively flat."

Meanwhile, Japan's?Nikkei?extended losses after tumbling 4 percent in the previous session, after the Bank of Japan opted to?leave monetary policy unchanged at the end of its two-day meeting. The?dollar-yen traded near a seven-week low of 96.15.

CBS edged higher after the media company's executive said it has resumed negotiations with?Time Warner Cable. Time Warner Cable's blackout of CBS programming is now in its seventh day.

JCPenney spiked to lead the S&P 500 gainers after hedge fund manager Bill Ackman wrote in a letter to the retailer's board that the company has?started its search for a new CEO, replacing interim CEO Mike Ullman. Ackman is the largest shareholder in JCPenney and has a seat on the retailer's board.

In the letter, Ackman also expressed his frustration that the search process is not going fast enough, adding that he wants a new CEO to be installed within 30 to 45 days. In addition, Ackman said he has asked former JCPenney CEO Allen Questrom to return as the company's chairman.

McDonald's ticked higher after the fast-food giant posted July same-store sales that rose 0.7 percent,?edging past expectations, as stronger-than-expected sales in the U.S. helped offset weakness in Europe.

Among retailers,?L Brands rallied after the parent company of Victoria's Secret and Bath & Body Works posted same-store sales that rose 3 percent in July and lifted its second quarter earnings guidance.?

Costco posted July same-store sales that rose 4 percent, but still missed expectations, hurt by a stronger dollar.

Aeropostale slumped after the teen apparel retailer said same-store sales in the second quarter plunged 15 percent and the company now sees a second-quarter loss of between 23 cents a share and 25 cents a share, versus Wall Street estimates for a loss of 17 cents a share. Adding to woes, teen specialty apparel store?Zumiez posted a weaker-than-expected 0.8 percent gain in July same-store sales. Roth Capital cut its price target on Zumiez to $32 a share from $36.

And earlier this week, rival teen clothing retailer?American Eagle Outfitters said its second-quarter profit will likely be less than half of what Wall Street was expecting, citing weak sales and lower margins.

Among earnings,?Groupon spiked nearly 25 percent after the daily-deals website named co-founder Eric Lefkofsky its CEO and?reported a record quarter for its North American business. In addition, the firm announced a $300 million share buyback program. At least eight brokerages lifted their price targets on the company.

Tesla surged after the electric-car maker posted earnings and revenue that?blew past Wall Street expectations. In an earnings calls, CEO and founder Elon Musk said a compact electric sedan model due in 2016 is expected to have a 200-mile range per charge. At least five brokerages boosted their price targets on the firm.

Orbitz soared nearly 20 percent after the travel website posted topped earnings expectations and handed in a full-year revenue guidance that beat estimates.

Beam posted quarterly results that exceeded expectations and announced a stock buyback program of up to 3 million shares. The company also reiterated its full-year earnings target.

Lions Gate Entertainment,?Nvidia and?Priceline.com are among notable companies slated to report quarterly results after the closing bell.

Approximately 90 percent of S&P 500 companies have reported second-quarter results so far, with 67 percent of firms topping earnings estimates and 54 percent exceeding revenue forecasts, according to the latest data from Thomson Reuters. If all remaining companies report earnings in line with estimates, earnings will be up 4.5 percent from last year's second quarter.

On the economic front, weekly jobless claims?ticked up 5,000 to a seasonally adjusted 333,000 last week, according to the Labor Department, but still remained near its lowest level since the recession. Economists polled by Reuters had expected first-time applications to rise to 336,000 last week.?

The government auctioned $16 billion in 30-year bonds at high yield of 3.652 percent. The bid-to-cover ratio, an indicator of demand was 2.11, versus a recent average of 2.55.

In Europe, shares staged a mild recovery following the Bank of England's press conference, at which governor Mark Carney?outlined his plans to link interest rates to unemployment.

Samsung Wallet set for international push after going live on Google Play

Samsung Wallet, the smartphone giant?s answer to Apple?s Passbook service, has stepped out of Korea after landing on the Google Play store ahead of what will presumably be a broad push of the ticketing service in the US and other counties, as SammyHub reports.

Samsung announced Wallet back at Mobile World Congress in February, and the service quietly debuted in Korea in May. While it may draw comparisons to Google Wallet based on its name, the service is really more akin to an Android version of Passbook.

Initially available for Samsung devices and seemingly live in the US only, Samsung Wallet can be used to store and redeem tickets, coupons, boarding passes and membership cards. Location- and time-based reminders can be set, while there is an option to receive offers and other marketing to connect users and retailers.

Samsung previously revealed that?Walgreens, MLB, Expedia, Booking.com, Hotels.com and Lufthansa were among the US-based launch partners, so it will be interesting to see just how quickly it is integrated into third-party apps and communicated to consumers.

The Chief Financial Officer (CFO) is responsible for the general leadership of the School?s financial operations.? The CFO reports directly to the Headmaster and participates on the School?s Administrative Team.

Among other responsibilities, the CFO:

  • Enlists others in a thorough and thoughtful budget process and ensures prudent budget oversight;
  • Supervises the cash and financial position of the School and manages financial operations;
  • Oversees all banking activities, payroll, benefits, purchasing, and other financial transactions on behalf of the School;
  • Prepares clear and concise financial reports and statements;
  • Directs all insurance and risk management programs and ensures compliance with all government regulations;
  • Conducts long-term financial planning and provides information and ideas to inform successful governance and thoughtful optimization of School resources;
  • Supervises the Director of Facilities, Director of Food Services, Director of Auxiliary Services/Summer Programs, Bookstore Manager, and a Business Office staff consisting of six employees;
  • Attends Board meetings and acts as liaison to the Board?s Finance and Investment Committees, closely communicating with Committee Chairs;
  • Effectively advocates creative initiatives and solutions to enhance the School?s financial health;
  • Assists the Headmaster in finance-related decisions, including salaries, benefits, and staff evaluation;
  • Performs other duties assigned by the Headmaster and provides general support to the School and its leadership.

The successful candidate will have demonstrated:

  • Strong functional competence in accounting, investments, plant maintenance, human resources, technology, construction, strategic planning, and other areas related to finance.
  • Effective organizational and management skills.
  • Knowledge and experience of for-profit and not-for-profit institutions and practices.
  • Strategic and creative thinking, linked to practical and effective implementation.
  • Excellent written and oral communication skills, and an inclination to contribute to high-level decisions.
  • A collaborative and collegial personality, well-suited to the School?s culture.
  • Appropriate academic training and preparation, with preference for an advanced degree.
