Hezbollah member wanted in Lebanon ex-PM killing (AP)

BEIRUT ? A high-ranking Hezbollah militant linked to the 1983 truck bombings at the U.S. and French embassies in Kuwait was among four people indicted Thursday by an international tribunal in the assassination of Lebanon's former Prime Minister Rafik Hariri.

The implication of Hezbollah, the dominant player in Lebanon's new government, threatens to plunge this Arab nation on Israel's northern border into a new and violent crisis. The Shiite militant group denies any role in the killing and vows never to turn over any of its members.

The case has further polarized Lebanon's rival factions ? Hezbollah with its patrons in Syria and Iran on one side, and a Western-backed bloc led by Hariri's son, Saad, on the other.

The suicide truck bomb that killed Rafik Hariri and 22 others on Feb. 14, 2005, was one of the most dramatic political assassinations in the Middle East. A billionaire businessman, Hariri was Lebanon's most prominent politician after the 15-year civil war ended in 1990.

In the six years since his death, the investigation has sharpened some of Lebanon's most intractable issues: the role of Hezbollah, the country's most powerful political and military force, and the country's dark history of sectarian divisions and violence.

Rafik Hariri was one of Lebanon's most powerful Sunni leaders; Hezbollah is a Shiite group.

The U.N.-backed tribunal issued the indictments Thursday without releasing the names of the accused. But a Lebanese judicial official who saw the warrants gave the names to The Associated Press, requesting anonymity because of the sensitivity of the matter. The details of the murder ? including how and why it was carried out ? are still under wraps.

One of the people named is Mustafa Badreddine, believed to have been Hezbollah's deputy military commander. He is the brother-in-law of the late Hezbollah military commander Imad Mughniyeh and is suspected of involvement in the 1983 bombings of the U.S. and French embassies in Kuwait that killed five people.

The other suspects are: Salim Ayyash, also known as Abu Salim; Assad Sabra and Hassan Anise, who changed his name to Hassan Issa.

Hezbollah had no immediate comment. The group's leader, Sheik Hassan Nasrallah, has denounced the court as a conspiracy by the U.S. and Israel and said last year that the group "will cut off the hand" of anyone who tries to arrest its members. It was a potent threat, given that Nasrallah commands an arsenal that far outweighs that of the national army.

Lebanese authorities have 30 days to serve the indictments on suspects or execute the arrest warrants. If they fail, the court can then order the indictment published. The Hague-based Hariri tribunal can hold trials in absentia if suspects cannot be arrested.

Hariri's son, opposition leader Saad Hariri, hailed the indictment as a historic moment and urged Lebanon's new government to honor the arrest warrants.

"Lebanon has paid the price of this moment, in decades of killings and assassinations without accountability," he said in a statement. "The end of the killers' era has begun, and the beginning of the justice era is approaching."

The indictment raises concerns of a possible resurgence of violence that has bedeviled this tiny Arab country of 4 million people for years, including a devastating 1975-90 civil war and sectarian battles between Sunnis and Shiites in 2008.

Conflicts over the court triggered a political crisis in January that brought down the Western-backed government of Saad Hariri, who had been prime minister since 2009.

He had refused Hezbollah's demands to renounce the court investigating his father's death, prompting 11 Hezbollah ministers and their allies to resign from his unity government.

After Rafik Hariri was assassinated, suspicion immediately fell on Syria, since Hariri had been seeking to weaken its domination of the country.

Syria has denied any role in the murder, but the killing galvanized opposition to Damascus and led to huge street demonstrations that helped end Syria's 29-year military presence.

The tribunal, which is jointly funded by U.N. member states and Lebanon, filed a draft indictment in January but the contents were not revealed while Belgian judge Daniel Fransen decided whether there was enough evidence for a trial. The draft has been amended twice since then.

Lebanon formed a new government this month ? after five months of political wrangling ? that gives Hezbollah unprecedented political clout. But Prime Minister Najib Mikati, who was Hezbollah's pick for the post, has insisted he will not do one side's bidding.

On Thursday, Mikati tried to calm tensions while also navigating between the rival political factions.

"Lebanon's interests should be above all things," Mikati told a news conference, adding that there was no final word yet on who killed Rafik Hariri.

"The indictments are not verdicts," Mikati said.

Saad Hariri has refused to take part in the government and now leads the opposition.

Abraham Bryan, an expert on Hezbollah affairs who writes for the leading An-Nahar newspaper, said the indictments were unlikely to have any immediate effect ? in part because Badreddine is the only well-known suspect named in the indictment.

"Hezbollah surrounds its military leadership with secrecy," he said. "Nobody knows the three others. ... Are they alive or not? Are these their real names or no?"

The Duke team isolated tumor cells from blood samples of 57 patients, including 41 men with advanced prostate cancer and 16 women with metastatic breast cancer.

In the tumor cells of more than 80 percent of the prostate cancer patients and 75 percent of those with breast cancer, the researchers detected a group of proteins normally seen during embryonic development when stem cells begin to assume distinct roles.

As stem cells morph to build tissue and organs, they switch back and forth in what is known as epithelial-mesenchymal transition (EMT) and it's opposite, mesencymal-epithelial transition (MET). Cancer cells have that same ability, changing from an epithelial cell similar to the organs from which they arose, to a mesenchymal or connective tissue-like cell. This EMT may underlie much of the treatment resistance and ability of cancer cells to spread.

CAPE CANAVERAL, Fla. ? The six space station astronauts are safe after a close call with a piece of space junk.

Mission Control ordered the crew of the International Space Station into their Soyuz capsules Tuesday morning. Controllers wanted to keep them safe from a piece of orbiting debris. The unidentified object was predicted to pass within 800 or so feet.

The call to seek shelter came around 7:30 a.m. EDT. The time of closest approach was a little after 8 a.m. Mission Control gave the all-clear a few minutes later. The two Americans, three Russians and one Japanese astronaut returned to the station.

Even a small piece of junk can do big damage. The astronauts could have undocked in their two Soyuz capsules and returned to Earth, in case of a serious collision.

Worst drought in 60 years hitting Horn of Africa: U.N. (Reuters)

GENEVA (Reuters) ? The worst drought in 60 years in the Horn of Africa has sparked a severe food crisis and high malnutrition rates, with parts of Kenya and Somalia experiencing pre-famine conditions, the United Nations said on Tuesday.

More than 10 million people are now affected in drought-stricken areas of Djibouti, Ethiopia, Kenya, Somalia and Uganda and the situation is deteriorating, it said.

"Two consecutive poor rainy seasons have resulted in one of the driest years since 1950/51 in many pastoral zones," Elisabeth Byrs, spokeswoman of the U.N. Office for the Coordination of Humanitarian Affairs, told a media briefing.

"There is no likelihood of improvement (in the situation)until 2012," she said.

Food prices have risen substantially in the region, pushing many moderately poor households over the edge, she said.

A U.N. map of food security in the eastern Horn of Africa shows large swathes of central Kenya and Somalia in the "emergency" category, one phase before what the U.N. classifies as catastrophe/famine -- the fifth and worst category.

Child malnutrition rates in the worst affected areas are more than double the emergency threshold of 15 percent and are expected to rise further, Byrs said.

High mortality rates among children are reported, but she had no figures for the toll.

Drought and fighting are driving ever greater numbers of Somalis from their homeland, with more than 20,000 arriving in Kenya in just the past two weeks, the U.N. refuge agency UNHCR said on Friday. It voiced alarm at the dramatic rise, noting the average monthly outflow had been about 10,000 so far this year.

Almost half the Somali children arriving in refugee camps in Ethiopia are malnourished, and those arriving in Kenya are little better, Byrs said.

U.N. humanitarian appeals for Somalia and Kenya, each about $525 million, are barely 50 percent funded, while a $30 million appeal for Djibouti is just 30 percent funded, she said.

Her husband, President Barack Obama, whose father was Kenyan, has faced criticism for not spending more time on the continent himself. His only trip as president was to Ghana in 2009 for one night.

"There are a lot of expectations for this president. And so there's bound to be people who feel like it's never enough," Mrs. Obama said in a group interview with four reporters traveling with her on the week-long African trip.

"But this trip is ... a direct reflection of his support and his interest and his view of the importance of Africa to the world and to the future of the world. That's why I'm here."

President Obama is in the middle of tough talks with congressional Republicans to agree a deal to raise the U.S. debt limit and reduce the deficit. With the 2012 election looming, his primary political focus has been domestic.

"This is his trip. He would love to be here. But there's a lot of work to do on the domestic front, and particularly at this time there are a lot of critical issues," Mrs. Obama said.

"I think his record and the number of senior officials who have spent so much time in Africa are ... a reflection of this administration's commitment to this continent."

Jennifer Cooke, Africa Program Director at the Center for Strategic and International Studies in Washington, said: "The fact that he's only taken one short trip -- I think people have been disappointed, Africans and Africa policy watchers alike.

"People are hoping for a trip and one a little longer than his Ghana sojourn."

Obama is on her second official solo journey abroad, along with her daughters, their cousins, and her mother.

The White House hopes the first lady's trip to South African and Botswana will highlight strong democracies on the continent and serve as an example for others.

In a nod to that goal, Obama praised Botswana during remarks at a meeting of young women leaders.

"It is a pleasure to be in this beautiful country that embodies what my husband has called 'a vision of Africa on the move'," she said. "That is Botswana, a thriving democracy, a vital society, a fast-growing economy, and more importantly a kind and generous people."

Obama and her family are scheduled to take a safari on Saturday and head back to Washington on Sunday.

Airbus piled up the orders at the Paris Air Show as it confirmed the largest single order of aircraft in aviation history.

Indian budget airline IndiGo is buying 180 planes from Airbus worth about $15.6bn (£9.7bn) at list prices.

The deal is for 150 of Airbus' new fuel efficient A320neo jets and 30 A320s.

It follows a memorandum of understanding between the two companies signed in January this year.

More deals are expected for Airbus at the air show, one of them being from Malaysia's AirAsia.

Reuters news agency and The Wall Street Journal are quoting industry officials saying that AirAsia will top IndiGo's deal with an order for 200 revamped A320neos and options to buy 100 more.

Airbus, owned by EADS, has left rival Boeing far behind in terms of orders, as high fuel costs increase the demand for fuel efficient aircraft.

The company estimates it has sold more than 700 A320neo jets so far.

"There is a possibility that we will be at 1,000 by the end of the show," said Airbus sales chief John Leahy.

British fashion designer John Galliano is set to stand trial on charges that he hurled anti-Semitic slurs at customers in a Paris cafe.

The trial focuses on two alleged incidents in October and February. A video of a third incident led to Mr Galliano losing his job at Dior.

If convicted, Mr Galliano could face six months in prison and a fine of 22,500 euros (£20,000).

He is expected to argue that he lost control due to substance abuse.

Mr Galliano has repeatedly apologised "unreservedly" for his behaviour and has sought treatment for his addictions.

The 50-year-old was briefly arrested in March after a couple accused him of making anti-Semitic remarks.

Geraldine Bloch, a museum curator, is suing Mr Galliano over what she said was a tirade of anti-Semitic abuse that lasted 45 minutes.

Another woman has made similar accusations about an incident in October.

Galliano is charged with "public insults based on origin, religious affiliation, race or ethnicity".

The designer was sacked by fashion house Dior after footage emerged of a third incident, in which he was shown saying to two women in a cafe, "I love Hitler", and telling them that their parents could have been gassed by the Nazis.

The footage is reportedly to be used as evidence in Monday's one-day trial.

All incidents are alleged to have taken place at La Perle cafe in the Marais district of Paris.

CHEYENNE, Wyo. ? Wyoming has become the first state to begin using a suite of cloud computing tools from Google for its entire executive branch of government, allowing data and applications to be stored on remote servers and accessed over the Internet.

New technologies enabled by Google Apps for Government include desk-to-desk video conferencing and live online collaboration while creating documents.

The system, which went online in Wyoming on Monday, was formally unveiled Wednesday as Gov. Matt Mead cut a red data cable with scissors.

"Wyoming likes to be first and that's a great message for us. This is kind of an early round in this technology and for a company like Google, we need the right partners to work with," said Dave Girouard, president of enterprise for Google, who flew to Cheyenne for the event.

Wyoming expects to save at least $1 million a year because it won't need to maintain some servers and will rely instead on secure remote servers operated by Google. The state also won't need to bother with figuring out how to update platforms, which Google handles.

Meanwhile, all state agencies will share a uniform email system containing an employee directory for the first time.

Several cities including Los Angeles have begun using Google Apps for Government over the past year or so. Federal agencies including the General Services Administration and the National Oceanic and Atmospheric Administration likewise have chosen Google over government services available through competitor Microsoft.

Wyoming doesn't have a reputation as a high-tech state but that could change. This month Mead plugged a $70 million National Center for Atmospheric Research supercomputing facility near Cheyenne as a project sure to draw more tech business after it becomes operational next year.

Google Apps for Government will enable the state to save through government efficiency that's difficult to quantify, said Flint Waters, the state's chief technology officer.

"In man-hours saved, I'm sure that $1 million is very, very conservative," he said.

Wyoming has allocated $5 million for the switch but Waters said he expects the state to come in under budget.

As American John Locke becomes the first self-published writer to sell a million Kindle electronic books on Amazon, the first "indie authors" to top the UK e-books chart explain their success.

Fed up that your latest masterpiece has failed to make it out of the literary agents' "slush piles" of unread manuscripts?

Self-publishing - paying a printer to run off a few hundred copies - has long been available as a last resort to frustrated amateur authors.

But it does not come cheap, and the chances of having a hit are virtually non-existent - it's with good reason that the practice is known as "vanity publishing".

Help appears to be at hand in the form of websites on which writers can publish their novels and sell them as e-books for electronic readers such as the Kindle.

On the face of it, the rise of such technology has the potential to democratise the publishing process.

British authors Louise Voss and Mark Edwards gave up on their dream of writing a bestseller years ago when their two finished thrillers failed to attract the attention of publishers.

But when Edwards, who is the marketing director of a student finance website, bought an e-book reader last autumn and heard about Amazon's free direct publication system, he sensed a second chance.

Their second co-written novel, Catch Your Death - the tale of "a killer virus" and "a race to save the world" - is currently number one in the Amazon e-books bestsellers chart ahead of works by Stieg Larsson, John Grisham and Michael McIntyre.

It follows the success in the chart of their first novel, Killing Cupid, also still in the top 10.

"Its extraordinary and really unexpected," says Voss, a concert organiser at Kingston University.

"We did a lot of work and we worked hard to promote them but I don't think either of us thought in our wildest dreams that we'd be number one for two weeks and have two books in the top 10."

Apart from their material, the key to success has been learning how best to market their material, including "piggy-backing" on the success of other similar e-books, as well as cross-promoting within their own two novels.

"We rewrote the blurb for Killing Cupid to try to make it a lot more commercial and straightforward and within an hour sales doubled," she says.

Promotion methods for e-books were "very specific" and "in another six months or so, the publishers will have caught up with how to market books and get them up there and keep them up there", she added.

Voss and Edwards' two books have achieved combined e-book sales of more than 30,000, with Catch Your Death now selling an average of 1,000 copies a day and Killing Cupid 550.

US contemporary crime writer Locke, who has enjoyed huge success with his Donovan Creed series, boasts on his website that "every seven seconds, 24 hours a day, a John Locke novel is downloaded somewhere in the world".

Locke, who, according to Amazon has become only the eighth member of the "Kindle million club" - alongside authors including Stieg Larsson, James Patterson, Nora Roberts - charges 99 cents for his e-books.

He has said he started with this pricing system as a "loss leader" to entice readers into buying his more expensive titles.

But "my loss lead became my biggest earner", he says.

Independent authors who sell their e-books for less than $2.99 (£1.84) receive 35% of that figure, taking 70% for books selling for above that price threshold.

These terms are far more generous than the cut taken by authors in conventional publishing.

Voss says she and Edwards priced low - Catch Your Death is on sale for 95p - "because we're not known authors" but always intended to raise the price to £1.99 "if the momentum got going".

But the duo - who as of last week have an agent working on securing a conventional publishing deal - now have no intention of changing the price.

"We're superstitious and, now that it's number one, we don't want to mess with it in case it suddenly drops out of the chart."

AUGUSTA, Maine ? A Garland lawmaker charged with pulling a gun on a man in a doughnut shop parking lot is free on bail.

Rep. Frederick Wintle of Garland was released from the Kennebec County Jail on Thursday on $3,500 bail. He is prohibited from possessing any dangerous weapons, can?t have contact with the victim and must submit to random searches. He?s also barred from returning to the State House without express permission from House Speaker Robert Nutting.

Wintle was charged May 21 with criminal threatening and carrying a concealed weapon after allegedly pulling a gun on a man he didn?t know in a Dunkin? Donuts parking lot in Waterville.

Wintle was transferred to a southern Maine psychiatric hospital for evaluation before returning to the jail on Thursday, where he then posted bail.

Why Another Greek Bailout Is a Stupid Idea (Time.com)

The entire financial world is watching Athens today to see whether or not the Greek government will survive a no-confidence vote, and then, more importantly, push a new slate of severe austerity measures through parliament next week to try to control its escalating debt. If the package gets rejected, further bailout funds may not flow, and Greece would rapidly spiral towards a default with bond payments coming due next month. That would also probably dash Greek hopes for a second bailout, currently being debated by the leaders of the euro zone. So a lot rides on today's vote in Athens - the Greeks economic future, the direction of the European debt crisis, and perhaps even the viability of the monetary union.

But despite all of the potential consequences, I've come to believe that further bailouts for Greece are just plain idiotic, for everyone involved - creditors, the euro zone, or the Greeks. Here's why:

First, the bailouts are not actually making it any more likely that Greece will be able to pay its debts back. Perhaps just the opposite. The bailouts are trying to solve Greece's debt problem with debt. The talk is that a proposed second EU bailout could total as much as 120 billion euros. Taken together with last year's 110 billion-euro rescue, the combined bailouts could add up to a remarkable 100% of GDP. With mandated budget cuts, tax hikes and other austerity measures eating into the country's growth potential, the combination of a stagnant economy and unresolved high debt levels is not going to convince any investor to trust his or her money with the government in Athens.

That's especially because no one can trust Athens to follow through on its reform pledges. Even if the austerity package passes parliament on Tuesday, is it politically possible to implement it? Will politicians eventually cave to anger on the streets? Can the government even survive in the face of such opposition? There is no way investors can be convinced that the government in Athens will hold up its side of the bargain, and thus no way to convince private investors to have faith in further EU bailouts. In fact, continued EU aid may actually be undercutting Greek reform efforts rather than energizing them. In a very interesting analysis of the Greek political situation in The Wall Street Journal, Takis Michas makes the point that those political forces that gain from resisting EU-mandated austerity programs - public sector unions and opposition parties - have no incentive to join in reform since they believe the EU will continue to bail out Greece under any circumstances to protect its creditors. In other words, as long as the Greeks know the gravy train is coming, they have less reason to accept reform.

So this all leads us to another reason a second Greek bailout is idiotic. If creditors will continue to have doubts about Greece's ability to reform and pay them back, then the new bailout scheme simply can't work. At the insistence of the European Central Bank, the new bailout is based on the assumption is that bondholders will "voluntarily" choose to participate in a debt rollover - to reinvest their money in new, long-term Greek bonds when their original holdings come due. But without confidence in the Greek economy, what sane person would choose to take on long-term Greek debt? Maybe big European commercial banks will "volunteer," to put off carving a hole in their balance sheets, or due to pressure from political authorities. But everyone else? An insightful story in The Financial Times quoted Gary Jenkins, head of fixed income at Evolution Securities, as saying: "I can't see why anybody would want to roll over a Greek bond if they had a choice. I can't see private investment funds being willing to do this." So without private sector support, the entire bailout scheme crumbles, and we're looking at a possible default at some point in the future anyway.

Or more bailouts. The EU's solution to Greece's problems is effectively substituting privately held debt for publicly held debt. But is that sustainable? Not really. Greece needs to woo back private investors, but the current bailout system is not making that happen. That means Greece either defaults or becomes a perpetual welfare recipient. But the latter option will not be politically acceptable in Europe. At some point voters and their representatives in countries forced to foot the bill, like Germany and France, are going to say enough is enough and refuse to continue funding Athens.

And then what? However you slice it and dice it, Greece's debt is unsustainable, and the bailout process being employed to fix the problem is equally unsustainable. So let's just stop wasting everybody's time and restructure Greece's existing debt. That would achieve various ends. A debt restructuring will adjust the Greek debt load in a way that gives the government more time to reform, eases the immediate pain to the economy and improves the chances the economy can return to growth. That doesn't mean the Greeks will be let off the hook - painful austerity and public-sector reform are unavoidable under any scenario. But a restructuring would make the reform process more politically palatable in Greece, and thus make it more likely that Greece will be able to pay back its remaining debt. In other words, a debt restructuring will begin the process of restoring confidence in the Greek economy.

What of contagion fears? Well, whether we have an ill-conceived second bailout that no one believes will work or a restructuring/default, we'll be looking at contagion to other weak euro zone economies. At least a restructuring would clear up the uncertainty hanging over European bond markets. And creditors should take their lumps. Anyone silly enough to give the Greeks their money, knowing the state of its feeble finances, deserves to lose out. Perhaps some financial institutions will take a hit, especially Greek banks, which may require a bailout of their own if losses got too big. But a one-off recapitalization of some banks is better than keeping Greece on life support indefinitely. And with private sector creditors finally participating in resolving the euro debt crisis, politicians in Berlin and Paris will have an easier time justifying helping out Greece with more aid if necessary.

And what do we lose with a debt restructuring? Investors would put more pressure on the other bailed-out economies of the euro zone - Portugal and Ireland - as well as on Spain, fearing they could get hit with further losses on those nations' bonds. Perhaps, then, a Greek debt restructuring may make it more likely that other euro zone countries will need further bailouts or worse. But borrowing costs for these countries have been going up anyway due to the uncertainty surrounding Greece, while the reform of these weak economies has to speed along whatever happens in Athens.

So it's time the leaders of Europe bow to the inevitable, restructure Greek debt and deal with the fallout. Is there any other way?

He also served as a field sales engineer in the Sydney office of Richardson Electronics, working closely with customers to design and deploy successful solutions.
